I think allowing the last (not allowed) syntax is most important, and then 
there may not be a need for "real sublocales"

That's perhaps what I should have suggested.  I was actually thinking of

tara___sublocale

but maybe right-to-left would be more compatible with current use of 
name__sublocale__locale .
