You can't run J in a browser, the only language suitable for that is
JavaScript.

The J program will be run at the server and it's output is sent to the
browser, so typically it would print an HTML-page. If you don't have access
to the server then this could be impossible, because it needs to have J
installed. But I have never used J for CGI programming so I don't know about
the details of how this should be done.
