My favorite text editor is Jedit: http://jedit.org/ It has many of the features that I saw mentioned for TextWrangler and Jedit works on just about any platform. including Windows and the Mac.
Jedit will detect changed files and update its display of them and it has nice syntax coloring for a wide variety of file formats.
