If you bundle instances of the jal content (possibly as a variant
download), that would also solve the problem of "what happens when the
base is out of date for the downloadable content".

(Which I am experiencing right now with j701/2011-02-23/15:25 android
-- 2!:0 'uname' gives an interface error and I think I will have to
reinstall to fix that.)
