The tap - on wiggling J means to tap the small icon with the - sign that is in the upper left corner of the J icon that is wiggling.
Normally you'd just leave J running and kill it only occasionally when you really needed a clean slate. The iOS will kill it autoatically if it is running low on resources so in general you don't need to worry about that.
