Yes, let's remove all the bibsched task authentication checks while
keeping the optional user name argument in place.  Invenio installations
that are interested in regulating access to CLI bibsched tasks can
simply switch to using regular Unix ACLs for this purpose.  (E.g. we
already do so for non-bibsched-task Invenio executables such as `dbexec'
that are potentially even more dangerous than bibsched tasks, hence more
in need of potential ACL restrictions.)
