your repository does indeed not seem to be valid, or at least not
correctly configured. The following link gives:
<http://trweb.triumf.ca/cgi-bin/gateway/gateway.cgi?verb=Identify>

Server error 404
Sorry - Repository is unknown



(It might be a temporary problem of the service you are using,
since even the example repository linked from
<http://trweb.triumf.ca/gateway/> has the same problem)

Note that BibHarvest should let you choose to "continue anyway"
with the provided URL, if you are sure that your source is valid,
or that you are going to set it up later.
