#215: WebSearch: Bug with CFG_WEBSEARCH_USE_ALEPH_SYSNOS

When CFG_WEBSEARCH_USE_ALEPH_SYSNOS is set to True,
search_engine.print_records produces an error if one record doesn't have a
970__a tag (CFG_BIBUPLOAD_EXTERNAL_SYSNO_TAG). This is the case for
example with the demo site.
