#214: Standalone script for tagging overview

To be able to detect new popular tags which are not in the keyword list,
we should have a script to output a tagging zeitgeist:
* Popular tags globally over all time.
* Graph recently popular tags backwards in time (for example, take the N
most popular tags last week, and graph their occurrence count (or perhaps
user count) back a year or two).
* Incidence graph (like `/yourtags`) of the N most popular tags. Recently
popular tags which are closely related with others might make the others
good keyword candidates as well.
