A hint for quickly and accurately making the outline out of arcs: draw an 
arc of the right size and position, gerber photoplot it using RS274-X, 
software arcs, and absolute coordinates, then import it back to the 
appropriate layer. (If you import a single gerber, it goes to the current 
layer, as I recall, and in the right position if you have plotted absolute. 
If there is only one layer enabled, definitely it will go to that layer!) 
It will be a polygon with a lot of small faces, drawn with individual 
lines. That's what a "software arc" is.
