Err... Why throw away previous work?

A good start is to read the V1 and V2 specs (IETF draft).  I haven't yet
studied them carfully, but I plan to Real Soon Now.

I believe there is a Java implementation of the V1 protocol, and a Perl
implementation of buffered IO that is needed for implementing either the
V1 or V2 protocol.

A Perl verison would probably be quicker (programmer-cycle wise) to get up
and running, and I'd be willing to bet the performance penalty vs. C would
be minimal as all the crypto and other calculation-intensive stuff is
going to be in XSUBs anyway, and is mostly already implemented.  This has
the added advantage that "citizens" of the US (like myself) can probably
work on the code without fear of reprisal from their totaltarian
governement.

I haven't looked at the Java version; how is performance?
