Why is that?
There is an IETF working group formed (secsh). It's charter says: "The goal
of the working group is to update and standardize the popular SSH protocol".
There are 4 internet drafts available, and I cannot find any statements in
any of those documents about limited freedom of implementation.
Besides, IETF would really not form a working group if it wouldn't be
possible to do a GPL or open source implementation of the produced
specifications.
Maybe you are confusing the secsh internet drafts with licencing statements
bundled with the ssh2 reference implementation available from SSH
Communications Security Ltd.
