The ctags package is included as a stand alone package, though it may not 
be installed by default.

$ whichcd -v 8.0 ctags

Searching for ctags...
CD-2:ctags-5.2.3-4.i386.rpm
SOURCE-CD-2:ctags-5.2.3-4.src.rpm

It's on the second CD.
