Have you already used iLok License Manager to sort out the iLok authorization stuff? If not, that's probably what PT is displaying, and that window isn't accessible yet. Note that this is for Pace to fix, not Avid. If you're all set with iLok already, then perhaps this is another instance where having no monitor connected is gonna cause dodgy performance...
