Hi Martin,

The editing of tempo changes is usually done right within the tempo ruler. 
Unfortunately, the rulers are not yet accessible. That might not mean that it's 
entirely impossible to shift tempo events. Normally, one would click within the 
ruler to select events or a range of events. An insertion cursor appears and, 
in many respects, it works sort of like the insertion cursor within tracks. 
Technically, you can extend the insertion point from the audio tracks into the 
ruler area by, if I remember correctly, Shift-clicking in the ruler, but I 
could be wrong about the modifier. It's been a few years since I went through 
such a process.

The issue here is a matter of reliably clicking the mouse within the tempo 
ruler. I haven't really tried this in recent versions of Pro Tools. Frankly, 
with 2 tempo changes, it's far easier to simply recreate the two changes rather 
than trying to figure out how to move them. If you create a new linear tempo 
for the entire session, it will overwrite any previous tempo events. Then just 
go to the first bar where you want the first tempo change to occur and create a 
tempo event as you normally would. Again, with two tempo changes, it's probably 
better to simply do it over. At some point, I'll try to figure out a way to 
click into the ruler and share the procedure.
