There is no, completely foolproof way to do it.  However this works
pretty well.  Hit menu then cursor over to recording settings.  Use
customize and for the parameter  to insert a section break  mark set it
to when it hears 4 seconds of silence.  This will work for
professionally produced tape recordings.  If you made them yourself then
you will have to adjust accordingly.
