[Pulp-dev] Pulp 2.18.1 GA (delayed)

To ensure that Pulp packaging adjustments related to dependencies 
(celery) provided by EPEL can be completed and tested, the GA date needs 
to be pushed.
The GA is now scheduled for February 20.
