I’ve enabled QE as code owners for pulp and the pulp_file plugin for the functional tests directories. It’s configured to simply request a review anytime someone opens a PR that touches a file in the functional tests directory. A review from QE is NOT technically required to merge the PR but it is strongly suggested.
