Honestly I think it is more a user problem. Please start a discussion on the
-users list, with (shortened) details of your manifest and what you try to
achieve. If we find out there, that it is really a bug, we can still reopen
this bug.

I have a need to not allow puppet changes during the work day unless explicitly
blessed. Currently I get around this by adding a schedule to each resource
telling it not to run during the day which works, but requires everyone to
remember to do it. It would be nice to be able to set a global schedule (and
potentially values for all resource types) that could then be over-ridden at
the per resource level. The hammer approach says just don't have puppet run,
but that removes the ability to make emergency changes without logging into
each machine.
