It is conceivable that a user might not want puppetd to manage ownership for 
its internal files (ie: /var/lib/puppet)

There could be a param

[puppetd]
  vardirperm=false 

(or any other better name)

that indicates that puppet should not manage ownership for any of its internal 
files.
