How would this be different from just having a default environment?
Really, we (by which, I mean "someone else") could probably do most of
what Ashley wants by just adding the specify/use distinction, and
never allowing a nil environment. The validation would only ever
happen on the server in normal circumstances, so it doesn't really
matter.
This doesn't give the server the ability to set the default
environment, but it does make bootstrapping easier.
