The "policy" is more of a guidline, in so far as when we were discusing various policy options I was able to come up with exceptions that would break any of the proposed policies if they were "carved in stone" and we all agreed that the overridding meta policy here is that we should use the release guidlines to help up produce the best software, not as an excuse for not doing so.
