IIRC I was able to update the branch and all the other fields right after I signed the CLA. What happens if you follow the link https://projects.puppetlabs.com/contributor_licenses/sign Does it also say »A Contributor License already exists, signing again is not allowed.« ? For the rake task you have to configure the sendemail stuff in git.
