At the time, I think I was assuming that anyone who was trying to use
puppet as library code would always be working in ":user" mode, and the
omission of a run_mode parameter was in some sense a way of enforcing that
assumption.

It appears that that assumption was wrong, though.  :)  So I think the
parameter would be a good idea (much better than telling people to call
run_mode prior to initialize_settings).
