Having your puppetmaster configuration in a git repository and simply ask the puppet (crontab) to periodically fetches configuration changes and run it could also be an approach to a masterless deployment but keeping a centralized configuration...
Are am I missing "some active" thing (puppetrun for instance) that can do a puppetmaster ?..
