Here is my fileserver.conf:

[private]
 path /etc/puppet/private/%h
 allow *

FWIW, we're handling ssh keys and other sensitive full-file content nearly
identically, although we we chose "/secure" rather than "/private" and we're
using %H (fqdn) rather than %h (short host name).
