You can get it in the default PyDev update site (see: http://pydev.org/download.html for the PyDev update site) -- as Mylyn is not part of Aptana, both Mylyn and the PyDev integration need to be gotten separately. Just as a note: during the update process you have to select only the Mylyn integration (as you don't want to install PyDev over the PyDev that's already integrated in Aptana).
