[pygame] News: SDL 1.3 is now under the zlib licence.

Hi,

SDL 1.3 is now under the zlib licence, instead of LGPL.

For those that don't know, zlib is like a bsd license but even more
permissive.

SDL 1.2 remains under LGPL.
