There's no formal process but I think issue + patch (with tests if
possible) is the way to go and will increase the chances to get the code in.

You can send me direct mails if you want, I have commit permission. Send
me a mail with suggestions, we can do in a different way; but I don't
think I'll accept a code dump that I can't understand because any code
accepted is code that needs to be maintained ;)
