I recently learned about http://sphinx.pocoo.org/. It's a PyDoc replacement. It generates static HTML, but it has a built in index with a JavaScript search feature. In my mind, that's the best of both worlds.
Also, the new Pylons docs are being written with it, and it can build CHM files for Windows as well as Latex for nice PDF files.
