I'm sensing that you feel overwhelmed... :)

Not overwhelmed, no. Just not willing to take on a wiki.

The above list (minus points 1 and 2) are generally done by a small
community, not a single admin. In other words, the same people who are
spending so much time on this list.

Someone in the community needs to drive this effort, including points 1 and 2.

If you active the PyLucene wiki, and just ensure that edits require being
logged in (that way abusive/spammy edits can be traced to an account and
disabled), we can take it from there. Worst case isn't worse than no wiki
at all.

All I'm willing to do is forward a request to the OSAF IT person that includes the contact info of the PyLucene volunteer that is going to own/drive this effort going forward.

My request to the OSAF IT person would read like this:

 "Hi Jared,
Recently, several people on the pylucene-dev mailing list have requested
that there be a wiki site setup for PyLucene. Could OSAF host it ?
Walter Wiki ([EMAIL PROTECTED]), a pylucene user, has volunteered to become
the point person to maintain and administer this wiki site.
What does Walter need to do to get this going ?
  Thanks !
  Andi.."

So, Walter Wiki, please come forward :)

Andi..
