It fixes the problem (since forever?) of tcl/tk/ttk tests not running properly (at least on windows) as part of the test suite. (I presume the buildbots have extra skips in order to be green.) I am reluctant to apply myself without review simply because I am ignorant enough to miss something that others might see wrong.
