None of this is documented anywhere except on this ticket. Since the change is a major one for anyone creating installers, packagers or otherwise dealing with compile extensions, I think we will need a PEP documenting the changes - and perhaps even have this discussed in retrospect on python-dev, possibly updating some of the changes already checked in.
