Yes! Vlad's fix resolves the "sticks at bottom of file" bug for me on macOS. It also resolves #2 in my list of additional bugs, regarding scrolling direction. With both 3.7.0 and current master, I still see additional bugs #1 and #3, i.e. issues dragging the scrollbar slider when it is at the top of the scrollbar and clicking slightly under the slider having no effect.
