I support this change, too. SipHash-1-3 is more than good enough for our use case. It provides sufficient diffusion of str and bytes hashes and has sufficient reliance against timing attacks on the PRF key. Also 64bit platforms are less affected less by hash collision DoS attacks anyway. The issue was far greater on 32bit systems.
