So if I understand correctly, blurb makes NEWS, but `whatsnew` is
still done by hand.
Correct. You'll notice that each "whatsnew" lists its "editor"; for
example, Lukasz edited the whatsnew document for 3.9. If you want to
ensure there is "whatsnew" coverage for your change you should contact
the relevant editor for that version.
