If you think the PEP is as complete and persuasive as possible right now, you can offer moral support and encouragement. Or you can suggest some improvements, and see whether the PEP author agrees. It is up to the PEP author to decide whether, in his opinion, the PEP is sufficiently complete to move forward, or whether it needs more work. Other options include leaving it deferred/incomplete, to withdraw it, or solicit for somebody to take it over. If the PEP author abandons it, you could ask to take it over, or you could write your own competing PEP as an alternative. If the author decides to move forward, he needs to ask for a core dev to sponsor it.
