You might actually want:

>>> cgi.escape(u'São Paulo & Espírito Santo').encode('ascii',

'S&#227;o Paulo &amp; Esp&#237;rito Santo'

as you have to be sure to escape any ampersands in your unicode 
string before doing the encode.
