The "Where is CPAN for Python?" question keeps popping up, with
answers ranging from "There is no CPAN for Python" and "We already
have CPAN for Python" (confusing).

(2) how can it be brought to the Python world?

I think the right place to discuss any deficiencies of PyPI compared to
CPAN is the distutils-sig mailing list.
Ah, and the catalog-sig, if it's really related to the index rather than
packages and package distribution.
