No, it's a decision made by Guido some years ago that remains in place
because it's more pain to remove than to simple leave there.  

Besides, define "bundled with".  My python install doesn't have it.
Tkinter was separated out sometime ago as a separate download that just
happens to have a link next to the standard installer.  Having a link on
python.org hardly qualifies as "bundled with" IMO.  "Bundled near" would
be more accurate.
