I don't believe many folks think about the OS in the strictly narrow view that it is "only a kernel existing below higher abstractions", as much as they accept the OS as encompassing the OS kernel and all the ooey and gooey interfacing layers on top. I suppose you might call that a "system", but such a word is far too ambiguous.
