Please do not *exaggerate* severity. parallel is OPTIONAL according to policy, the package does not indicate anywhere that it supports it. Being compatible with dpkg-buildpackage way of setting MAKEFLAGS and forcing it upon all packages is NOT required by policy. Severity important because I agree that the bug is annoying.
