the battle continues! I think I got it now. I noticed the 2nd joint from the end was still flipped. I think in some cased the vertex normal does not point in the exact right direction to use as a test. I do believe the face normal should always point in the right direction.
The last joint is can orient however because I don't think it will need to rotate.
