Probably, but the only way top know is to read the docs that came with it (or try it and see what happens).
If it says os-X10.5 there is a good chance it's for the system python, as the python-org one is not 10.5 dependent. However, you can build a 10.5-only extension for the python.org python, so really, the only way to know is to see what the person that built it says it is for.
