Based on Multichill's analysis, I assume this is working as designed on the MediaWiki side, and needs to be fixed in pywikibot. However, MediaWiki documentations should be more clear on session lifetime (and whether it's counted against periods of inactivity, or in total). Documentation for the token API should also be improved in that respect. I'm dropping this off the clinic duty board, since I don't see anything for PET to do here.
