our BZ admins have the power to follow what any users does, so if a user
start to e.g. set all issues on completed that would be a point to escalate.

As far as I know BZ admins (we can at DB level) "roll back" all changes
done be a user, if it turns out the user did things to compromise our
software.

Based on another incident, we have seen and realized that the use of
private mails can backfire. If we want to pass an "educative" ban, we must
be able to publicly show that it is the last resort.

agreed, and if his activity expand to many issues, repeat the process but
