The problem which is affecting someone is dismissed. In my opinion it is as as offensive as WORKSFORME (used in LibreOffice) and WONT_FIX (used in both projects) HANDLED, MANAGED only applies if there are workarounds (which is not always the case). NOTOURBUG means that the Devs looked at it and although they recognize it's a problem, there is nothing they can do because the problem is somewhere else. I agree it's a but short and rough but it's difficult to be nice and meaningful with a single word (or glued words). This can be further explained in the Comments when changing status if the developer is in such a mood...
