Add os-time.c with time conversion helpers (t2h/h2t functions for timespec, timeval, timex, ntptimeval, itimerspec) and POSIX timer helper functions. Also add target_freebsd_timex, target_freebsd_ntptimeval, target_freebsd_itimerspec, kevent structures, and timer definitions to syscall_defs.h.
