This should be 1 not 4. The DesignWare DW_apb_uart Databook says "All
APB slave programming registers are aligned on 32-bit boundaries,
irrespective of the APB bus size." So even though the registers are
32-bit aligned an 8 or 16-bit APB bus width is valid. You can use impl
to prevent the read/write function from having to handle variable size
accesses.
