There are several flags for Power ISA 2.07 currently in use, namely : PPC2_VSX207, PPC2_BCTAR_ISA207, PPC2_LSQ_ISA207, etc, but most of them are used together without any individual use.
Create a generic ISA 2.07 flag and switch usage of PPC2_VSX207 to it instead. Next commits would consolidate the remaining flags.
